The two unnamed clubs are reportedly ready to pay up to £10m for Adebayor and Spurs, who paid just £5m to sign the Togolese forward from Man City last summer, are ready to do a deal.
The North London outfit have already signed Spain striker Roberto Soldado this summer, leaving Adebayor facing an uncertain future at White Hart Lane.
The former Arsenal man had a dismal campaign last season, managing just five league goals all term.
Petrosyan is editor-in-chief of Russian sports website Sport-Express.ru and generally has accurate information on news from within his homeland.
He went on to say that the Togo international would fit in at Zenit St Petersburg but a move was unlikely because the club’s ultras have forbidden them to sign non-white players.
